A Pathway for Canada’s Role in Rebuilding Gaza

On December 10, 2024, Human Rights Day, Human Concern International and Islamic Relief Canada organized a vital roundtable discussion titled What Rebuilding Gaza Means for Canadian Foreign Policy and International Development convened at the Canadian Parliament, 180 Wellington Street, Room 320. The purpose of this event was to explore actionable pathways for Canada’s role in supporting Gaza’s recovery and reconstruction efforts. Organized in response to the ongoing humanitarian crisis in Gaza, the roundtable brought together diverse perspectives to inform Canada’s foreign policy and international development strategies.

Purpose of the Event

Today there continues to be a grave humanitarian crisis in Gaza, where atrocities persist, violations of human rights continue, and a genocide. These realities demand that humanitarian and advocacy organizations remain steadfast in their commitment to advocating for justice, dignity, and relief for the people of Gaza.

Gaza Evacuees Mohammad and Rosayla shared their experience of the realities of life in Gaza, both before and after October 7th. Their stories shed light on the ongoing challenges faced by families and communities enduring conflict, displacement, and loss.

As we respond to the ongoing humanitarian crisis, it is essential to plan for when a ceasefire will eventually be established. At that juncture, efforts must pivot toward rebuilding, fostering sustainable development, and reimagining Canada’s role in supporting a meaningful recovery for Gaza.

This roundtable marks the beginning of that conversation—an opportunity to envision what comes next and explore effective cooperation with the Government of Canada and international stakeholders to ensure Gaza’s people have the resources, infrastructure, and dignity they need to rebuild their lives.

Ceasefire and Accountability

Participants called for Canada to lead efforts in advocating for an immediate ceasefire and holding Israel accountable for violations of international law. A just rebuilding process was deemed impossible under continued occupation and systemic oppression.

Recognition of Palestinian Sovereignty

Speakers stressed the importance of Canada recognizing the State of Palestine to promote justice and peace. This recognition was framed as a foundational step to ensure equitable rebuilding efforts and uphold Palestinian self-determination.

Humanitarian and Trauma Recovery

Participants highlighted the urgency of addressing the humanitarian crisis with immediate aid, including food, medicine, and shelter. The need for long-term support was emphasized, particularly in the areas of mental health and trauma recovery, focusing on women and children disproportionately affected by the conflict.

Empowering Palestinian-Led Initiatives

A consensus emerged on the importance of prioritizing Palestinian-led rebuilding initiatives, with international actors playing a supportive role. This approach ensures that recovery efforts respect the dignity, sovereignty, and cultural needs of Gaza’s communities.

Addressing Anti-Palestinian Racism

Speakers called for systemic measures to address anti-Palestinian racism within Canada’s policies and public discourse, emphasizing the need for equitable representation in humanitarian and policy frameworks.

The roundtable underscored Canada’s moral and political responsibility to play a leading role in Gaza’s recovery. By adopting policies rooted in justice, equity, and sustainability, Canada can contribute to rebuilding Gaza while addressing the systemic barriers to peace and development.
